Job Summary:
We are seeking a highly experienced and motivated individual to fill the position of Head of AML (Deputy CEO) at our HKMA licensed Payment and Fintech Business. The successful candidate will be responsible for leading the risk and AML activities of the business, ensuring compliance with regulatory requirements, and handling requests from the Hong Kong Monetary Authority (HKMA). The role will involve managing a small team of three professionals and collaborating with various stakeholders within the organization.

Responsibilities:
  • Develop and implement the company's AML policies, procedures, and controls in compliance with HKMA guidelines and regulations.
  • Lead and manage a team of AML professionals, providing guidance, mentoring, and performance management support.
  • Oversee the day-to-day AML operations, including customer due diligence (CDD), transaction monitoring, and suspicious activity reporting (SAR).
  • Conduct regular risk assessments to identify and mitigate potential AML risks, ensuring the effectiveness of the company's AML program.
  • Stay up-to-date with evolving AML regulations, industry best practices, and emerging trends, and ensure timely implementation of necessary changes.
  • Liaise with the HKMA and other relevant regulatory bodies, responding to inquiries, requests, and audits in a timely and accurate manner.
  • Collaborate with internal stakeholders, such as legal, compliance, operations, and technology teams, to ensure effective AML risk management across the organization.
  • Provide training and awareness programs on AML policies, procedures, and regulatory requirements to employees at all levels.
  • Drive a culture of compliance and ethics within the organization, promoting sound AML practices and risk awareness.
  • Prepare and present regular reports to senior management and the board of directors on AML activities, trends, and key performance indicators (KPIs).
Qualifications:
  • Bachelor's degree in finance, business administration, or a related field. Advanced degree or professional certifications (e.g., CAMS, CFE) in AML or compliance would be an advantage.
  • Extensive experience in AML and risk management within the financial services industry, preferably within the fintech or payment sector.
  • In-depth knowledge of HKMA AML regulations, guidelines, and industry best practices.
  • Proven track record of successfully developing and implementing AML policies, procedures, and controls.
  • Strong leadership and people management skills, with the ability to build, motivate, and develop a high-performing team.
  • Excellent analytical and problem-solving abilities, with a keen eye for detail.
  • Strong interpersonal and communication skills, with the ability to effectively collaborate and influence stakeholders at all levels.
  • Ability to work in a fast-paced and dynamic environment, managing multiple priorities and meeting tight deadlines.
